2025 Impact Report

Dear Members, Partners, and Supporters,

As we reflect on and celebrate all that East Bay Housing Organizations (EBHO) accomplished in 2025, we must recognize that we are experiencing unprecedented times. We have witnessed profound, sustained attacks against the values we hold dear: racial justice, social equity, and even the ability to freely express political beliefs without fear of violent retribution. 

Considering these headwinds, it is even more remarkable that together, with you, we were able to achieve some big wins for our East Bay community. From securing a historic investment of more than $1.4 billion towards homelessness solutions in Alameda County to holding a record-setting 30 events during Affordable Housing Month, EBHO Staff and Board were steadfast in our commitment to our mission to create a racially and economically just East Bay where everyone has a safe, stable, and affordable home.

We hope you will review this impact report with a sense of pride and ownership because EBHO could not do this work without the engagement and passion of our members, partners, and supporters. Thank you for staying in this fight with us.

Executive Summary

EBHO’s mission is to mobilize the power and wisdom of our members to produce, preserve, and protect affordable housing opportunities for low-income communities in the East Bay. To achieve this, we partner with our members to deepen our impact in local communities, ensuring that our members are informed, included, motivated, engaged, and ready to act.

With your help, we were able to achieve some important victories that include:

  • 450+ community members signed up to attend eight Lunch & Learns
  • $1.4 Billion Measure W Alameda County funds allocated to homelessness solutions
  • $620 Million allocated for LIHTC & Multi-Family Housing Programs in the state budget despite threatened cuts
  • 30+ events during Affordable Housing Month
  • 45+ written & verbal comments submitted to local city and county officials
  • 12 new Leadership Academy graduates
  • 11 EBHO-supported bills passed the state legislature and were signed into law
  • 15 local community tabling and outreach events
  • 2 full days of lobbying by RUN Bay Area and EBHO members in Sacramento

We engaged in persistent advocacy around the state budget and took formal positions on 35 different bills–endorsing 30 and opposing 5.

Of the 35 bills EBHO took a formal position on, most (19) did not pass or fail in 2025, but were set aside with the possibility of returning in 2026 as Two-Year Bills. Of the remaining 13 bills EBHO supported, 11 were passed and signed into law and 2 passed through the legislature but were vetoed by Governor Newsom. Of particular note was our work on SB 79, a landmark piece of legislation to secure affordability requirements, anti-demolition measures, and eliminate harmful provisions that would have undermined the Surplus Land Act from the version of the bill that was ultimately signed into law.


Looking Ahead

Despite the challenges of 2025, EBHO and our members remained committed to our mission to produce, preserve, and protect affordable housing opportunities for low-income communities in the East Bay. This year, we relied on the partnerships we’ve built and lessons we’ve learned over our 41-year history to achieve some important victories and continue strengthening the power of the housing justice community.

That’s why EBHO needs you to get involved in 2026 to help ensure that everyone in our East Bay community has a safe and affordable place to call home. Whether you’ve been in this fight for housing equity for decades, or you’re just starting to learn how deep and vital this work is, you belong here. Every single one of us is part of building the powerful future our communities deserve. We challenge you to get involved early and often in what we think will be some of the most consequential issues in this year’s general election. Finally, in whatever action you feel called to do, we hope that you do it with hope, compassion, and joy.
