Contra Costa Committee

Announcement: Concord Committee is now Contra Costa Committee!

At the very end of 2025, members of EBHO’s Concord Committee formally chose to rename the working group as EBHO’s Contra Costa Committee. The change does not reflect a change in the scope of the committee’s work, but rather, better reflects work the committee has already been doing and hopefully will be more welcoming of EBHO members who live and work across Contra Costa County and are looking for their space to engage with EBHO’s work.

The committee will maintain its focus on the development of the Concord Naval Weapons Station as well as other priorities in Concord including tenant rights, affirmatively furthering fair housing, and supporting affordable housing in the city. The name change, however, will acknowledge our work outside of Concord including our recent win securing $2.8 million for rental assistance programs at the county level, our ongoing campaign to pass an Inclusionary Housing Ordinance in Antioch, and the work that lies ahead to secure homelessness prevention and response funds across the county and support innovative housing solutions in Richmond.

Our Concord Committee was formed in 2007 when EBHO members were advocating for strong affordability and community benefit requirements in the development of the Concord Naval Weapons Station. Through our advocacy, the community was able to win a commitment that 25% of the homes built in this project would be affordable – that’s over 3,000 new affordable homes! We continue to work with the lead developers of this project, as well as our partner affordable housing developers to ensure that that commitment is kept and ensure that the project delivers maximum benefit to Concord community members. Over time, the Committee has grown to address many other issues as well. In particular, through our membership in the Raise the Roof Coalition, EBHO has worked to address tenants’ rights and fair housing issues in Concord. After years of tireless advocacy, the Raise the Roof Coalition won the passage of a tenants’ rights ordinance in Concord in 2024. The ordinance includes Just Cause for Eviction protections, Anti-Harassment protections, and Rent Stabilization. The ordinance has already come under attack and our coalition is working to fight back against rollbacks and monitor implementation, enforcement, and compliance with the ordinance.

Other work in the Concord Committee includes advocacy around the City’s Housing Element and implementation of Housing Element anti-discrimination programs, as well as work on County Level advocacy around the Contra Costa County Budget and Rental Assistance Programs. As our only Committee based in Contra Costa County, the Concord Committee is often the space to discuss County-level issues, as well as occasional issues in other cities around the County such as Richmond and Antioch.
