At EBHO, we don’t only think about Election Day when it’s getting close to the first Tuesday in November – we have ballot measures on the brain all year long, and we know many of you do too!
That’s why we are so excited to announce a few endorsements and invite YOU to get involved early and often in what we think will be some of the most consequential issues in this year’s general election. From signature gathering for a citizen’s initiative, to formally endorsing, from spreading awareness to calling your state representatives, there are many ways you can support these critical measures from now until November 3rd.
- Connect Bay Area Transit: A Regional Transportation Ballot Measure to reimagine and reinvest in a system that serves today’s riders and inspires the next generation.
- Roadmap Home 2030: A bold, long-term plan to create the future we want for California by building affordable homes, protecting low-income renters, ending homelessness, and advancing racial equity and economic inclusion.
- Proposition 1 (Veterans and Affordable Housing Bond Act of 2026): A statewide bond that would invest $11.25 billion in building and preserving affordable homes while expanding homeownership.
- NO on Proposition 43: Prop 43 makes it harder for you to fund critical services like police and fire departments, fix and repair local roads, staff our local schools or backfill federal healthcare cuts.
- City of Berkeley Local Measure X: An amendment to the City of Berkeley’s Rent Stabilization and Eviction for Just Cause Ordinance by making most rent control and registration exemptions inapplicable to units that were not exempt when the current tenancy began; allowing modification or waiver of fees for subsidized units owned or leased by nonprofits; changing the annual registration deadline; limiting annual rent increases to ten percent; and allowing tenant associations in smaller properties, be adopted.

Election 2026: Webinar Series
This November, voters will decide on three critical ballot measures that will impact everyday lives and long-term quality of life of folks in the Bay Area and across the State.
That’s why we’re partnering with our friends from the Bay Area’s leading affordable housing advocacy organizations to host a two-part webinar series in September to cover the ins and outs, the whys, and the what-if?s of the Regional Transit Measure, Proposition 1 (Statewide Affordable Housing Bond), and Proposition 43 (Taxpayer Deception Initiative).

This series is co-presented by East Bay Housing Organizations, All Home, SF Council of Community Housing Organizations, Call Marin Home, Housing Santa Cruz County, Generation Housing, Housing Leadership Council of San Mateo County, SV@Home, and Transform.
Connect Bay Area Transit
The Regional Transit Measure (also known as Connect Bay Area, or SB 63), is a transit funding ballot measure for San Francisco, Alameda, Contra Costa, Santa Clara, and San Mateo Counties. If passed, it will provide funding for our transit services, including BART, Caltrain, AC Transit, SamTrans, VTA, and others, and prevent major service cuts and station closures.
EBHO is partnering with Transform and housing leaders from across the region on September 16 cohost a webinar on the Regional Transit Measure. Join us to hear how to support the regional transit funding measure and why saving transit matters so much to the affordable housing community.
On May 26, The Connect Bay Area campaign announced it had submitted more than 305,000 signatures to qualify a regional transit funding measure for the November ballot — blowing past the 186,000 valid signatures required to appear on the November ballot. We would like to give a special shout out to EBHO’s very own Board Member Cathy Eberhardt who collected over 1000 signatures, and Executive Director Lindsay Haddix and Chief Program Officer Rev. Sophia DeWitt for both collecting 50!
The success of this effort is built on one of the largest grassroots transit organizing efforts the region has ever seen and major support from business and labor organizations. Now, we need to gear up for phase two of the campaign so we can get the measure passed in November.
This funding measure is designed to prevent catastrophic transit service cuts and provide reliable operating funding for major transit systems and local bus operators throughout the region. The measure also funds transit improvements, capital projects within counties, and targeted road improvements.
Without a sustainable funding solution, Bay Area transit agencies face devastating service reductions, including:
- BART: Elimination of two full lines, no service after 9 PM on weekdays, and no
weekend service; - SF Muni: Elimination of entire routes, 50% cuts to major bus and metro lines, and severe reductions to historic streetcar and cable car service;
- Caltrain: Hourly weekday service, no service after 9 p.m., and no weekend service;
- AC Transit: Up to 37% overall service cuts.
On May 11, 2026, Transform gathered advocates from four affordable housing organizations for a virtual Affordable Housing Month event to talk about why their groups collected signatures to put the regional transit measure on the November ballot and are training residents to advocate for transit as well as affordable housing. Rev. Sophia DeWitt and Board President William Goodwin from East Bay Housing Organizations (EBHO), Kenneth Javier-Rosales from SV@Home, Ken Chan from the Housing Leadership Council of San Mateo County, and Quintin Mecke with the Coalition of Community Housing Developers in San Francisco were hosted by Transform’s Zack Deutsch-Gross. Proposition 1: Veterans and Affordable Housing Bond Act of 2026
Thanks to our collective dedication and unwavering advocacy, on June 25, Governor Gavin Newsom officially signed a $11.25 billion bond dedicated to transforming the housing landscape across our state is headed to the November 2026 ballot.
The Veterans and Affordable Housing Bond Act of 2026 (SB 417) is a generation-defining measure that will support California’s working families, seniors, veterans, farmworkers, university students, first-time homebuyers, and unhoused Californians. It places a $11.25 billion bond on this year’s ballot — allowing voters to support the production and preservation of affordable housing for lower-income households.
Other measures on the ballot could negatively impact housing. Proposition 43, the “The Taxpayer Deception Initiative” (our label), would require that local ballot measures proposing, extending, or increasing special taxes initiated by citizens receive a two-thirds (66.67%) vote to be enacted. If this measure passes, it will make California the hardest place in the country to raise local revenue for vital public services.
NO on Proposition 43
Prop 43 rewrites the rules of our democracy. Today, when your community votes to fund something local — affordable housing, a neighborhood school, a road repair, or your local fire department — the majority decides. Prop 43 changes that. It lets just over one-third of voters block what nearly two-thirds want. Under Prop 43, a NO vote counts twice as much as a YES. The winners are the corporate special interests who’d rather not pay their fair share.
Join us on Wednesday, September 30 to learn about why we support Proposition 1, an unprecedented opportunity to invest billions into affordable housing for lower-income households; and why we oppose Proposition 43, which would make California the hardest place in the country to raise local revenue for vital public services. Advocates from leading affordable housing organizations across the Bay Area will present the facts about Prop 1 and Prop 43, answer any questions you have about these ballot measures or others, and invite YOU to get involved to encourage California and Bay Area voters to say YES to funding the future of affordable housing.
The bond will include:
- $5.1 billion for the Multifamily Housing Program
- $1.25 billion for home aid for veterans through revenue bonds
- $1.15 billion for supportive housing through the Multifamily Housing Program
- $750 million for the Portfolio Reinvestment Program
- $600 million for CalHome
- $500 million for the Home Purchase Assistance Fund
- $500 million for the Infill Infrastructure Grant Program
- $450 million for the Joe Serna, Jr. Farmworker Housing Grant Fund
- $350 million for new affordable student housing projects
- $200 million for the Tribal Housing Grant Program
- $200 million for the Affordable Housing Innovation Fund
- $200 million for the acquisition and rehabilitation of existing affordable homes
California voters will now have an unprecedented opportunity this November to invest billions into building and preserving affordable housing, fighting and ending homelessness, and expanding homeownership for the next generation.
What’s Next
Getting SB 417 signed was a huge hurdle, but now we must pivot to the ballot box and get this bond to the finish line. In November, it will be up to California voters to approve this historic measure and unlock these life-changing funds for the benefit of our neighborhoods and communities across the state. This is where you come in, because we simply can’t win this without you.
Even if you endorsed the legislation, you will need you to sign on to endorse Prop 1 as legislative endorsements don’t automatically carry over to the ballot measure. The campaign can’t list you or your organization as a Prop 1 supporter until you’ve filled out the endorsement form. Showing the full depth and breadth of this coalition is how we win. City of Berkeley Local Measure X
Placed on the ballot by unanimous vote of the City Council to make common-sense tweaks to the Berkeley Rent Stabilization Ordinance, Measure X will:
- Enable the Rent Board to waive fees for non-profit affordable housing providers.
- Align Berkeley with state law by setting an overall maximum 10% cap on annual rent increases.
- Ensure that tenants who begin their tenancy with protections are not stripped of their protections arbitrarily, while still allowing small landlords to access exemptions for future tenancies.
- Enable, but not require, the City Council to enact programs to create new rent-controlled housing stock.
- Close loopholes used by corporate landlords to undermine tenant unions.
- Make administrative changes to the Ordinance to increase efficiency.
Measure X was crafted through a collaborative process between the Rent Board, the City Council, tenant advocates, non-profit affordable housing providers, and landlords to ensure a final product that was acceptable to all parties. Measure X represents the first time in over a decade that a measure to amend the Rent Stabilization Ordinance passed Council unanimously.
Passing Measure X will reduce financial burdens on non-profit affordable housing providers who provide key services to low income and elderly Berkeley residents, all while maintaining existing legal protections for vulnerable residents. It will also enable the Rent Board to provide more efficient and effective services to landlords and tenants alike by modernizing and streamlining administrative processes.
