Learn How to Lobby for Affordable Housing

It is a busy time of year in Sacramento. Bills must clear an important hurdle by July 1, and EBHO is working hard to advocate for affordable housing legislation before the month ends.

Now is a critical time for you to show your support.

In this blog post, we’re going to teach you how to lobby the legislature as an individual person. It only takes 10 minutes!

Four of our priority bills are listed below. Please download the support letter for each bill, fill in your information, then follow the instructions at the bottom of this post to submit your letter of support.


Priority Bills

AB 2094:  Including Extremely Low-Income Housing in Annual Progress Reports
This bill would increase transparency in affordable housing production by requiring local cities and counties to specifically report the number of extremely-low-income (ELI) units being built in their annual reports to the state.

AB 2817: House California Challenge Program
This bill would create a program to provide direct rental assistance to help those experiencing homelessness obtain housing, via a one-time $5 billion investment over the next 5 years.

ACA 14: Housing Opportunities for Everyone (HOPE) Act
This bill establishes a ten-year funding commitment in the State Constitution to dedicate 5% of the general fund each year to address the state’s affordable housing and homelessness crises.

SCA 2: Housing Equity through Constitutional Modernization
This bill would repeal Article 34 of the State Constitution, which requires voter approval towards the construction of any new units of publicly financed or owned affordable housing.

How to Submit Your Letter

After you’ve personalized your letters, please save them as PDFs and submit them using the State Legislature’s Position Letter Portal.

If you have not used the portal before, you need to create an account. Be sure to note whether you are registering on behalf of an organization or an individual.

Once you have registered, select “Submit a Letter.”

Input the bill number you wish to take position on, and select if you are submitting on behalf of an organization or “Yourself”.

The screen will indicate which committee(s) and legislative staff person(s) will be notified, and the system automatically selects the appropriate receivers, so you DO NOT need to click anything further at this step.

Lastly, indicate that you support the bill, and then attach a PDF of your letter of support!
