What is this latest fed govt effort to enable wealthy people/corps to get tax breaks by ‘investing’ in our communities? Oakland is being touted nationwide as ‘Ground Zero’ for potential for these investments. How should local governments incentivize development that really does provide ‘opportunity’ for residents rather than for investors? How can the communities capture value created by these zones?
